Magische Praktiken in der Verwaltung. Neue Aspekte des Verwaltungshandelns im 16. und frühen 17. Jahrhundert
Im Zentrum des Projektes „Wahrsagerei in der Verwaltung. Neue Aspekte des Verwaltungshandelns im 16. und frühen 17. Jahrhundert“ steht die Frage, in welcher Weise und in welchen administrativen Feldern wahrsagerische Praktiken als Hilfsmittel für die Kontrolle, Absicherung und Beeinflussung von Verfahren und Entscheidungen genutzt wurden.
Der räumliche und institutionelle Untersuchungsschwerpunkt liegt auf Höfen im Alten Reich und England sowie dort angesiedelten Institutionen der zentralen Verwaltung, denn frühneuzeitliche Höfe waren nicht nur Zentralorte vormoderner Verwaltung sondern eben auch Zentren des Wissens über Wahrsagerei und Magie.
Insgesamt knüpft das Projekt an die aktuellen Diskussionen um die Bedeutung von Verwaltungspraxen für das Funktionieren von Organisationen und das Gelingen von Verfahren an. Zugleich erfolgt aber mit der Betrachtung von Wahrsagerei eine entscheidende Neuausrichtung der Untersuchungsperspektive, die einen neuen Blick auf den Staatsbildungsprozess und das Funktionieren von Organisationen zulässt.
Denn wenn wahrsagerische Praktiken in der Verwaltung als Strategien der Verfahrensabsicherung und der Herstellung von Systemvertrauen konzipiert werden können, dann muss der hellseherischen Zukunftsschau im Prozess der Entstehung moderner Staatlichkeit und womöglich auch noch darüber hinaus eine grundsätzlich funktionale Bedeutung zugewiesen werden
Divination in the administration. New aspects of administrative procedures in the 16th and early 17th centuries
The project “Divination in the administration. New aspects of administrative procedures in the 16th and early 17th centuries” explores in which way and in which particular administrative areas divinatory practices were used as tools for controlling, securing and informing administrative procedures and decision making.
The spatial and institutional emphasis will be on courts in the Holy Roman Empire and England, and their respective central administrative bodies, because after all, early modern courts were not only centers of premodern administration, but veritable hubs of knowledge about fortune-telling and magic as well.
The project’s overall scope ties in with recent discussions about the significance of administrative practices for the functioning of organizations and procedures. At the same time, however, the focus on magic and divination results in a change of perspective that sheds new light on the process of state-building and the functioning of organizations.
Thus, when divinatory practices in administrative contexts can be conceptualized as strategies of securing procedural routines and of confidence-building, clairvoyance must be credited with a fundamental functional significance not only for the emergence of modern statehood, but maybe even far beyond.
